If you are talking about the My Friends widget placed at the profile view page, so then, all depends on the widget settings.
Go to Admin Area > Pages & Menus > User Profile and check the value in the Count field.
The View All button will appear only in case the number of your friends will be more than the value in the Count field.
If you are talking about the Friends list: http://domain.com/friends, so then, the pagination should appear in case you have more then 30 (users_count_on_page config) friends.

Awesome thanks a lot. I new there had to be settings for that but couldn't find it :)
