Upgraded to 1.8.0 and now the login page is messed up. On mobile (Android/Chrome) it is almost unusable and cannot zoom out. Laptop Chrome and IE it is a little off but not as bad.

Theme was updated post base upgrade as well.

Confirming. I have the same problem.

Just received an update, no change log and does not seem to be any change to the login issue nor the zoom out once logged in on mobile.

Jace, try to clean-up cache.
I confirm that update (9950) has fixed that

I must be doing something wrong then, I used Cache Extreme plugin, cleaned everything and still have the same issue.
