how to add emoctions on website for free and how to add moderator tools in mysite.com/moderation i've given users rights to forum and etc but not to admin but idk how to add tools also why my site sends 4 emails on user signup

I'm not sure if there some existing free emoctions plugin, but you can try searching one in our Store.

Concerning the Cron job, it seems that you have configured Cron for a few more users not including the root user. You need to delete cron command for all users except the root user.
