Joe, if you can't login to your cpanel it has nothing to do with the software and you will need to contact your hosting provider support team to resolve the issue. 

If it is admin panel of the oxwall powered website, why exactly can't you login? Do you get some kind of error or message?

use the forget password page to send to the admin email

Still a little confusing. I'm sure Ross will need some clarification on which you are having trouble with.
1. Can you log in to your site?
2. If you can, do you see the admin icon next to the user icon?
3. if you do, does it take you to the admin panel?
The Oxwall admin panel is where you go to manage your site "change themes, manage plugins, manage users, etc" The Oxwll admin panel doesn't require a separate log in, if you can log in to your site with your admin credentials.

CPanel is where you manage your hosting account. This does require a log in and password. CPanel access has to do with your hosting provider, and will have to be fixed by them.
