That's what all servers do, and it does not change, it sets the permissions for all newly created files, if you enable dev mode the files are recompiled, which means old ones are deleted and new ones are created.

so you are telling me that every time i do anything i have to then wait 3 hours for reset permissions before my site functions with out errors 

Not anything, when you upload new theme or plugin, or activated dev mode

yes anything as files in ow_smarty/template c   get changed to 644 

tell me what other script that once installed do you have to reset  permissions to stop get error on change anything 

there's no such script it is a server rule to set such permissions for newly created or uploaded files

other scripts like wordpress etc
