Is this a admin only feature, or can members send out invites too? I am looking around on my installed Oxwall platform, but I don't see anything for members to send out invites.

There are a few plugins in the store to achieve this. You can set permission on them by user role.

The widget will appear on every users dashboard page, they'll be able to invite users from facebook, gmail or send invitation by using friends emails
