Does anyone know of a way to allow users to comment but not post new topic in the forum? I searched and tried to find a plugin.
I would rather have used a blog but my client wants to have several sections so a forum was the easiest way for them.

Disabling the user action "Create/Edit topic" for forum, removes both buttons "Create new topic" and "Post" to comment.
You can hide the buttons "New topic" via css but it also hides it for admin, and I guess you want to post as an admin only.
Therefore this is custom code modification or custom paid plugin development.ou need to do that on your own or hire a programmer here: http://www.oxwall.org/market/specialists I'm not sure whether there's such plugin in the store.
