Should the left be English all the time? I remember that it was English, do not know when and how it(left) become Simplified Chinese.

what language folders do you have there?
go to the Chinese folder
find language.xml file what it's content
how many lang folders do you have there?

1. there is a folder named "language_zh-cn" in /ow_pluginfiles/admin/languages/import/
please see the screenshot 1.
2. Which Chinese folder? The folder mentioned in item 1? If yes, the content of language.xml is:
<?xml version="1.0" encoding="utf-8"?>
<language tag="zh-cn" label="Simplified Chinese" rtl="0"/>
3. The website has 2 languages, English and Chinese. What's the meaning of "there"?
In language.xml? If yes, please see the item 2.

Can you try one thing:
import any lang pack to your admin panel, make this language as default and see what you have there for "Original Value - ..... Is it still Chinese?

If yes, that means that your default language is Chinese. Sorry for misleading in my first reply.
