How often notifications are sent? I mean if I send some user Email will it get email notification right away or not?

Marcus, that depends on the settings user applied in the e-mail notifications settings www.site.com/email-notifications, which setting he/she chosen Immediately Automatically (if you don't show up on the site for 2 days) or Never.
Also how often your cron runs. For example, if cron runs every minute and use chose Immediately in the setting, it will take about 4-5 for user to get the e-mail regarding his/her activity or mass mailing
