Every theme has base.css file you can open it in the editor and do the changes you need. Then save it. Upload back to the server, if it is live installation.
Then enable dev mode, refresh your site for the changes to take effect, disable dev mode.

what is dev mode.
and I m also not able to activate my theme which are available there. it is showing some license error.

enable openssl in php.ini , restart server and see if the issue persists please, if you don't have access to php.ini file contact your hosting provider to assist you with that.
