the 403 forbidden error you reported the other day and the hanging when you try and add a photo suggests that mod security is enabled on your server, your host should disable it if you ask them

I'm sorry I don't understand you. 403 forbidden means you have mod_security module enabled, contact your hosting provider to disable it.

As to the ampps installation, it is not clear what you said, please back up your request with the screenshot.
