You have a lot of javascript errors in the console. See screenshot. 

Seems like something was wrong with the update process. Do you have a backup?

I have but this only happened after the update. What would be causing the errors ?

I'm just working on the site at the moment would be easier to do a fresh install but attach the current database

or can i overwrite the files changed in the update?

I don't know for some reason the links  to jquery files give empty pages:

Do you have dev mode enabled now? 

You can just reupload 1.8.3 files and then paste your old config.php file. But there's no guarantee that will fix the issue.

I think the empty files are all plugins it won't let me change. I'm wondering if its the ftp settings set in the admin area . how can I reset the ftp settings from admin or in the code ??

I'm sorry I don't understand to what you're referring please elaborate. What is not letting you change? 

Sorry. I just wondered if the ftp details added in to admin could be causing a problem . Sorry it won't bring them up so I can't screen shot it to show what I mean

In admin it shows 14 updates required but no dropdown so i can't see what they are.

No ftp access details area has nothing to do with the issue. 

To what drop down are you referrng. Jason, please back up your posts with the screenshots.

Ok, your update has not been successfully completed. I still see that you have 1.8.1 and there are a lot of javascript errors, please restore your backup and follow these instrucitons.

I had to reinstall unfortunately but I have come across 2 problems in the admin area. 

"page not found" on these 2 links

goto yoursitename.com/admin or yoursitename.com/sign-in to reach admin dashboard, and disable maintenance mode.

no thats fine . the sites physically missing 2 pages

ross will be back in to work in about 4 hours and he can continue his work with you at that time, its best to wait so you can pick up where you left off with him 

Jason what is your php version? 
Make sure you have mod_rewrite enabled on your server, make sure you have default .htaccess in the root of the software. 

php  5.5 ,mod_rewrite is already enabled and default .htaccess in the root of the software
