Have no Idea how to set it up
Push Notifications

Displays a count of the number of new notifications in the title bar and handles site push notifications.

You need to create a free one signal account here - www.onsignal.com

Then just follow the user guide. It is step by step and should be easy to follow.

If you still have problems I can try set it up for you but it will have to be next week when I get some free time.
