How can I make all widgets available on the dashboard, and get rid of Index?

It seems to me that it would be more efficient to merge those two pages. However, some widgets are available only on the dashboard and vice-versa.

Just a thought : If I could activate the widget from the dashboard on the index page, I could make the dashboard redundant and hide the link... or vice-versa.
Any one know how to make widgets available on specific pages? the drag n'drop menu presents only some widgets, so there must be a place where those parameters can be changed.

For plugins: if plugin has been developed using Oxwall standards, then widgets are decared in activate.php file.
For system features:there are not much system feature on dashboard page except quick links as far as I remember. Need to browse though source code to find out where it gets added to dashboard.
