Is this a known bug. is there a fix for this. do i need to make a setting in my paypal account to fix this issue?

Chritopher, both instant and recurring payments should work with no issues. Could you please provide us with the detailed explanation of the issue you've got faced with.

I figured it out, I seen the IPN was posting my main paypal email and I was using an alternative. I switched it and Deleted all the plans in the plugin and created new ones and it is working fine now. Maybe a Glitch.
