How can we change the control options for themes which can be changed by the admin.

Welcome to Oxwall,
Yes but remember that your changes will be replaced when you update. So your bettter off to make your changes under admin/appearance/customize/css (tab) then scroll down and you will see a empty edit css area where you can post css that you can save and it will not be overwritten by an update.
