We currently are on an IPS (Invision Power Services) Website and Board. We were looking into Oxwall as our front-end but using our IP.Board and Accounts as the back-end for accounts and forums.

Nope, but You can write some driver using database or directly to oxwall core. Also oxwall has no API, and nobody gonna create it on PHP, I'm working on API along, but my API is in Python 3.5 :D. When it will be finished - You can use it,
