In the admin panel, if Cookie Expiry (in days) is set to 0 days, it is not stored and then complains that the value is not set.

The value of 0 DOES get stored. However 0 is interpreted as blank by PHP so it does not show on the screen. Just make sure to set it to 0 again when you change other settings on the page.
