I think, there not appear all your members of your site/community.
Only members, who you open a conversation and friends (I am not really sure, if friends appear automatically).

i thought this too, but is not so... With some people i never started a discussion, and some people that i don't have as friend, there are in chat.
Anyway I think admin must have all members in chat...
