If I have plugins made and want to sell them, how do I become a developer?

I paid to have an app made...

It says to sign up at oxwall.org, yet it changes over to .com

Does that mean i can use this account that I am signed in under?

Yes. Every registered member has their won developer key. You can see that by going to store / developer tools.
