on the registration form it is asking people to add a photo and its required , i looked on admin panel and on the questions it does not mention a photo ? so how would i remove that , or how would i make it not required if its not on my admin panel

You can change it to not display, and have them upload their photo after joining.

Go to admin panel > settings>User settings>content input, then allow or disallow photo upload.
