The intention is that one does not have to be logged in for it.

We already have a guestbook script but in one way or another we do not get it working on the website.

LeaderThere are countless scripts, widgets and online guestbook services. Some free, or almost free, and of course some are paid. If you installed a guestbook script, you should be able to call it in a custom page by it's external url.
Actually integrating one into the site would require hiring a developer.
LeaderI would think about considering a standalone type guest book that you can install on your hosting that can be accessed via a url, and then create a custom page linking to that url. When people click on the menu link it should bring up the guestbook.
