Role management is not functioning properly. I tried to change role of my user: ex from Free Member to underplugged (THE ROLE is: can`t create blog, etc)
Although the user` role has been changed but the user still be able to create blog, and all Free Member function...

It does work correctly.
Are you sure that the user is a moderator and have access to that action?

I am as Admin I tried to change role of my user ex:
PURUUSERNAME as FREE member can post blog
to
underplugged Member: can`t post blog,
