How do I get members of my site to see posts only from people in his state? I put in a city and state field and now I want them to be able to select the state to see publications.

OxWall does not do this. And there is no plugin that does.
Maybe this idea can help you: a group for each state and with this plugin:
https://developers.oxwall.com/store/item/811
force members to enroll in their state's group.
Each group has its news wall.
To perfect it you can change the name "Group" everywhere to "State" and block the creation of groups / states.
