We know that the instant chat feature uses a shed load of CPU, with it disabled our server CPU load rarely goes higher than 1.0. We have on average anywhere from 40-70 users on at anyone time going by google analytics.

Can anything be done with the chat feature to make it more resource friendly? or how easy would it be to run the chat feature from another server?

Third Party chat plugins like cometchat provides hosted chat server which will take off the load from your server.

But it has cost associated with it.

We are using the standard chat feature that comes with oxwall and not a third party plugin

I'm using the cometchat, I just purchased the cometchat service because of high cpu and resource usage, I don't think there's really anything you can do to optimize the Oxwall IM chat, you can only hope oxwall do it at some stage.
