It is designed to import from the language that you have defined as main to other languages.
I have assumed that the main language is English because OxWall and its plugins come in English and therefore this language will always be complete. You can define the language you want as the main one from the standard OxWall functions.

The plugin uses the order defined here:
yoursite.com/admin/settings/languages/mod
dragging and dropping.
When finished, restore the original order!
