I encountered a problem like this;

The add-on language pack on my site is installed, but it does not appear in the language list listed on the admin page.

It appears in the list of all languages below, I can make changes.

But I cannot download or list by language name.

Since I used the plugin very old, there is active user interaction now.

To fix this, I did the following for the plugin:

the update version has been determined.

update version file and language pack added.

The result has not changed.

There is no name added in the language list on the admin page.

I have 4 plugins with this case too.

I can add manually via mysql, but I couldn't understand why this happened.

All languages are displayed without any problem in the on-site page state, the problem is that it just doesn't appear in the Admin language list.

NOTE: Do not offer suggestions such as removing extensions, don't do that. I can add manually from mysql, but I want to find out if there is any other solution.There is 2 GB of user interaction for the plugin in question. There is 25 GB of user interaction for 4 plugins. Impossible to remove it or make a change.
