Vintage sewing machines are available at lower prices and are quite reliable once oiled and tuned up. Old Singer sewing machines (pre-1980) are good, as are White, Pfaff, Janome, Kenmore, Bernina and some Husqvarna Viking machines. Not all vintage machines have aged equally well, so check recent reviews first.

Buy the cheapest ones you can find, harbor freight or wherever. Chances are it will be a 3 or 4 piece set and spend the entire rest of the budget on sharpening stuff, a water stone or diamond stone and a cheap guide. Once you get used to sharpening and using those chisels and buy a nicer set they will make a great set of glue scraping chisels.
