Where can we find and edit file size limits?

Can we allow to upload files more than 8 mb?

Sure you can.

Go to http://www.your_website_name.com/admin/settings/user-input and chage the "Maximum upload file size" to "8 mb" or whatever!

On commercial host I don`t see this file..php.ini

Or I should create php.ini manually ?

Alex, were you able to solve this? After researching this topic, I have found out that you indeed can create your own php.ini file. But again, whether this will work or not, depends on your hosting company.

Hi. When I change max upload file size dont save changes. when I save change run ok. But when I refresh page looking dont save.

your webhost has set it so it cant be changed ,you well need to contact your hosting company .
