I know some people on here produce very nice looking videos so I wanted to pick your brains.

I want to make short videos using footage shot on my phone. It would be good to be able to splice photos in occasionally and add some text. These don't need to be high quality.

Our computer runs on Windows 10 and the phone is Android.

There is a decent app called Filmorago that I have used on my android phone. Easy and quick to use. I generally edit videos on my PC with something else but Filmorago is definitely worth a look.

If you're looking for more advanced features, you could also try Adobe Premiere Elements or CyberLink PowerDirector. Both offer more options for editing and enhancing your videos.
As for video editing software for Windows 10, have you tried Windows Movie Maker? It's a simple and user-friendly option that allows you to splice photos and add text to your videos. Plus, it's free and already installed on your computer! Also, if you ever want to resize video online, try using using a Movavi online video resizer. It's a quick and easy way to resize your videos without having to download any software.
