Hello
I do not seem to be able to find a way to add users manually. I can send them an invitation but cannot add them myself. Is there some setting I have missed?

There is no this feature for Admin (1.5)
But Try the solution below:
->sign up as a new user
->Then ..
->sign in as Admin ... in different browser
->Open the URL Page: yoursite. com/admin/users/recent ....
->find the user you are registered
->Mark Email Verified or unverified or Approve
