All photos uploaded to server in original size and keep at server also when user was delete.
At other CMS as usual, all photo change size "on fly" and didnt keeping at site..
How disable or give limits to upload photo by users?

Reduce the uploaded photo size.
- Go to Admin Area > Plugins > Photo» Settings
- Change the photo size to 1 Mb (Users won't be able to upload photos, whose size is greater than 1Mb)
- Uncheck the Show and store full-size photos option (The full size versions of the newly uploaded photos won't be stored on the server)
- Click the Delete full-size photos button (All full size photos will be removed from the server)
Reduce the Forum and Mailbox attachment size.
- Go to Admin Area > Plugins > Mailbox and » Settings
- Set 0.5 Mb for the Attachment maximum file size field (Users won't be able to upload attachments, whose size is greater than 0.5Mb)
Reduce the uploaded image size for Image Gallery
- Go to Admin Area > Settings > User Settings > Content Input tab.
- Set 1Mb for the Maximum upload file size field. (Users won't be able to upload photos, whose size is greater than 1Mb)

Reduce the uploaded photo size (Go to Admin Area > Plugins > Photo» Settings) work like charm and really help for files which was uploaded to users albums, but this dont work when users upload avatar photo. As test, you can upload http://wallpaper.goodfon.ru/image/229722-2560x1600.jpg photo ~ 2,2mb and it doesnt change size. By default, system make only another name and you can find full size file with name like ... avatar_original_1_1359832814.jpg. At other CMS usually, when user upload any size photos the system automatically change size "on fly" and make from 2,2mb about 100kb file ...
By Reduce the Forum and Mailbox attachment size and Disable rich media on that way help to change size till minimum but i wanna absolutely disable function of uploading file to host. How i can remove this icon from pannel of comments and messeges (Attach)?

Original image is needed since plugins like newsfeed, groups, events and many others use the original image to crop avatars from. Different plugins need avatars of different size in different places. Saving the original file helps to use hight quality images all over the site.

This is custom code modification. Unfortunately I can not give exact instructions.
