In the Notifications plugin I do not get any settings button. How can I get it to configure them?

Jose, if you are referring to "Activity notifications" plugin, then you will not see "Settings" button.
Users can set which notifications they would like to receive when they:
-log in to your site
-go to "My Preferences"
-go to "Email Notificaitons" tab.
