Hi Arthur! Sorry for a long respons, you can change block's design via CSS in base.css of your theme,
Also you can modify existing base decorators in ow_system_plugins/base/decorators OR you can overwrite base decorator in your theme, To overwrite any decorator, just place file with the same decorator's name in ow_themes/your_theme/decorators/
