Is there no simple way to allow gif avatars, specifically animated gifs?
Most other community software platforms allow you to turn them on or off but Oxwall seems to turn them all into JPEGs! Which is very annoying for our users.

David, there isn't any "easy" way. If you decide to go with animated gifs, the whole platform and all plugins must be changed to fit the new feature.
