Is protocol TLSv1.3 much faster then TLSv1.2 ?


Someone tested?


I use Debian 9 stretch and it not supported , i need upgrade to debian 10 and latest Apache version for get TLSv1.3 protocol

There is no reason to stay on Debian 9 anymore.

But some of the new software might be available on the backports repo, have you checked?
