For example, the webmaster can create a page with many link and submit the sitemap of this page to google with google webmaster tool. so the website get a lot of link on google, these link can increase the visibility on the search result.
Goole like links that with a clear target, for example if you submit a links say that people for dating, it means nothing for google, because there are already too many link that contains people for dating in their search result. but if you submit a link say that people near by wall street for dating, that will mean something to google.
