My OxWall has 'disappeared'. All files are there, but when I try to access it, all I get is this error message

Hello
Just installed... the only different thing maded is that iam making a "manual" upgrading from toher Oxwall version by table per table mysql theme ... mean ... installed my theme and then exporting from my old db and importing to new db table per table ... maybe i fogot something...Please Help!! More

I have noticed on my webpage some of the page permissions to not seem to work, can anybody help.
The forum plugin is set to be visible to registered users only but guests can view it. Same with events plugin and files upload plugin
