Cannot disable custom HTML

The option to Disable Custom HTML, under "user settings -> content imput" seems to be nonfunctional. Regardless of whether it's checked or not users of any level are able to add any html to their pages, including things like iframes. Any help would be appreciated.  I'm using 1.2.6. More
